PUBLIC HEARINGS:

Manhattan CB4 will hold public hearings on the following items on Wednesday, Novemnber 2, 2005, starting at 6:30 p.m. at Roosevelt Hospital, 2nd floor conference room - 1000 Tenth Av., b. 58th and 59th sts.

527 West 18th Steet - ULURP No. 050388 ZSM: Application for a special permit for an accessory parking garage at 527-537 West 18th St. The developer of a new office building seeks to build a 94-space garage. Only 37 spaces are allowed as of right (without the special permit).

Capital and Expense Budget Priorities, Fiscal Year 2007: Annual identification of the Community Board's priorities for capital and expense funding based on district needs.

PUBLIC INFORMATIONAL MEETINGS:

EXPANSION PLANS for the JAVITS CONVENTION CENTER

DATE: Monday, November 14, 2005
TIME: 6:30 p.m.
PLACE: Theater Row - Clurman Theater, 410 W. 42nd St., b. Ninth and Dyer avs.


The New York State Javits Convention Center Development Corporation has selected Richard Rogers Partnership with FXFowle Architects and A. Epstein and Sons International as the team to design the expansion and modernization of the Javits Center. The project is intended to make the Javits Center competitive with other convention centers in attracting "high-impact" tradeshows and conventions. The expansion would provide space for additional exhibit halls, meeting rooms and a large ballroom. Other elements of the plan include new open space, a "headquarters" hotel and expanded truck marshalling facilities. The design process is just beginning. The team will present the project's objectives and solicit public input.

All are welcome to attend and participate. CB4's Clinton/Hell's Kitchen Land Use Committee expects to hold future public discussions on this matter. When the project's General Project Plan is finalized, the Empire Sate Development Corporation is required to hold a public hearing.

PROPOSED DEVELOPMENT at the GENERAL THEOLOGICAL SEMINARY

DATE: Monday, November 21, 2005
TIME: 6:30 p.m.
PLACE: Hudson Guild Auditorium at Fulton Center, 119 Ninth Av., b. 17th and 18th sts.


The General Theological Seminary will present a proposal to partner with a private developer to construct a 17-story primarily residential, mixed-use building on the west side of Ninth Avenue between 20th and 21st streets. The new building would replace the existing building that fronts Ninth Avenue and would raise funds for use by the Seminary to help preserve other buildings on its grounds. The base of the apartment building would be used by the Seminary for offices, a daycare facility, a bookstore and possibly other retail. Some space would be available for community use when not in use by the Seminary.

All are welcome to attend, and to learn details and ask questions. There will be ample public hearing opportunities to follow where comments may also be made. This proposal requires the approval of the Landmark Preservation Commission and the Uniform Land Use Review Procedure (ULURP), with formal hearings by CB4 and the City Planning Commission, as well as approvals by the Council and the Mayor.

General Theological Seminary to present new development on Ninth Avenue. At a public meeting to be held November 21 at Fulton Center, the General Theological Seminary will present a proposal to develop residential, building on the west side of Ninth Avenue between 20th and 21st streets. The new building would replace the existing building. All are welcome to attend, and to ask questions. More info.

Special Disitrict "clean-up" language finalized. The City Planning Commission certified zoning clarifications for the the West Chelsea Special District zoning, and added the substantive change of adding "anti-harassment" language from the Clinton Special District to West Chelsea. A public hearing by the Commission is expected by the end of the year. Further FUCAs (with further review opportunites) are in the works.


Public hearing set on "cleaned-up" zoning language; CB4 rejects 42nd Street bonus. City Planning will hold a public hearing on clarifications of the zoning langauge for the new Hudson Yards Special District. The hearing will take place on November 16th at 22 Reade Street, starting at 10:00 AM.. CB4 voted to approve all the clean-up language, but disagreed on an substative change regarding a new development bonus that would apply to the former site of the Fairbanks and Houseman theaters and the Kraft Restaurant.


Design process for Javits Center expansion started. At a public meeting on November 14 at Theater Row, the design team selected to design the expansion and modernization of the Javits Center will present the project's objectives and solicit public input. All are welcome to attend and participate. More info.


With the West Side Stadium out of the picture, the Hudson Yards land use plan needs rethinking. The MTA and the Department of City Planning must work closely with the local community to develop a master plan for the Rail Yards and the surrounding area. Read more.

The Dept of Health is offering FREE flu shots to anyone age 4 or older on Tue, Nov. 1st, 7:30 a.m. to 9:00 p.m. at 346 W. 17th St. (b. 8th & 9th Avs.) This effort is also a medication distribution emergency drill. JOIN THE NYPD. Filing for exam is open until January 13, 2006. Written exam scheduled for Feb. 25. Starting in January, the NYPD will offer a FREE tutorial program to all applicants. ALTERNATE SIDE PARKING RULES SUSPENSION CALENDAR. The City suspends alternate side parking regulations, for both street cleaning purposes and traffic flow, on 33 legal and religious holidays. This includes only 7 dates in November 2005: Tue, Nov 1; Thu/Fri/Sat, Nov. 3-5; Tue, Nov. 8; Tue, Nov. 11; and Thu, Nov. 24.

2006 PROPOSED CONSOLIDATED PLAN. Nov. 7th ends the public comment period on NYC's application to the US Dept. of Housing and Urban Development (HUD) for 4 federal programs: Community Development Block Grant, HOME Investment Partnership, Emergency Shelter Grant & Housing Opportunities for Persons with AIDS. MANHATTAN LEGAL AID FOR SENIORS PROJECT. With the goal of helping seniors to age in place, MFY Legal Services and the Northern Manhattan Improvement Corp. have joined forces. Free legal services for low income Manhattan residents aged 60 and older, with priority given to those who are facing the loss of housing or the loss or reduction of public benefits; priority also to those being abused physically or emotionally and who are victims of financial exploitation.
