HARBORVIEW AFFORDABLE HOUSING DEVELOPMENT SITE UPDATE

Last year, the City's Department of Housing Preservation and Development and the New York City Housing Authority Request for Proposals relating to development of affordable housing on several NYCHA-owned parking lots located in Chelsea and Hell's Kitchen. The lots are at: 1) Fulton Houses, 18th Street btwn. Ninth and Tenth Avenues; 2) Elliot Chelsea Houses, Ninth Avenue, corner of 25th Street; and 3) Harborview, 55th to 56th Street btwn. 10th and 11th Avenues.

The Harborview site is the furthest along and is in the Uniformed Land Use Review Procedure stage of the process. The board has many serious concerns regarding this site as it is proposed today and recently released a resolution detailing these concerns.

PUBLIC REVIEW FOR NEW MOYNIHAN STATION

Empire State Development Corporation (ESDC) released an environmental scoping document outlining plans for the new transportation center and the private development that would accompany it. A public scoping session was held Thursday, Dec. 6th, 2007 from 4:00 PM to 8:00 PM at the Farley Building, 380 West 33rd Street entrance, Room 4500; members of the public were invited to comment until Monday, Dec. 17th.

The Board released its response on Friday, December 14th.

These are the first steps in a public approval process that will include a General Project Plan and a Supplemental Environmental Impact Statement. The City of New York must review elements of the project under its Uniform Land Use Review Procedure. A portion of the plan must be approved by the State Public Authorities Control Board. PLANYC: A Greener, Greater New York

Mayor Bloomberg's Office of Long-Term Planning and Sustainability has created a 25-year plan for New York City's development, based on public hearings, with the stated goals of environmental sustainability, housing affordability, and infrastructure maintenance and expansion. The plan and related documents are available on the PlaNYC 2030 website.

 

 

 

 

 

 

 

West Side Rail Yards

On December 10, 2007 over 200 people showed up for the presentation and discussion of the five development proposals for the West Side Rail Yards, last night at the Hudson Guild Community Center. This Forum was held in conjunction with the Hudson Yards Community Advisory Committee (HYCAC).

On January 8, 2008, HYCAC released a written response to the West Side Rail Yards Development Proposals.
